Deadlines, exemptions, and appeal language belong in the software, not in the head of whoever has been there longest. All 51 are built in.
AI drafts; a person decides
Every AI output lands as a card a person accepts, edits, or dismisses. Nothing legally significant happens without a named human.
The record of the work is public too
Every action, human or AI, lands in a log no one can edit. If the software helped decide something, you can see that it did and who signed it.
Small offices deserve the good version
A three-person clerk's office and a big-city records division run the same thing. Capability shouldn't track headcount.
It should run on its own
It runs with nothing else switched on, and you can host it yourself. Transparency shouldn't depend on a vendor staying in business.
